Blogger is a service that provides you to make a blog for free. They provides free blogging availability and the url look like this:- http://yourblogname.blogspot.com . If you want custom url like www.yourblogname.com/org/net...etc!,the you should pay to blogger.
You can make no.of blogs with one a/c,so that you don't want to make more a/c's.
Google account:
You should have a google a/c for making a blog on blogger.com.So that we should make a google a/c.Google account means a free a/c that enables you to access into various google services like google docs,google sites,blogger,youtube...,etc!
Gmail users automatically get a google a/c,but you can get a google a/c with other emails too(if your email is not a gmail)

After wards, you can go to Blogger.com and sign in.Then they ask some details for making blogger profile.There you can also type desired display name for your all blogs.
Next,you can see your dashboard and click on Create a blog' and name the blog and url.
Afterwards choose a template(you can change later) and then your blog creation completed.
